The player was probably told to make the tribes as even as possible, because when he/she returns from exile island the losing tribe will vote someone off and the picker will be on that tribe.

^ That's the way to make it fair. The picker, being the extra number, will end up being in the losing tribe. Let him know in advance. That way, he'll want to be as fair as possible.
